GTA V is a very CPU intensive game, so lowering the graphics settings won't really do much if the CPU is already the bottleneck. Since you say stuttering I'm also thinking your RAM might be part of the issue, using up all of your RAM means having to remove something from the ram to make space for something new, this causes stutters.

Open the GTA 5 game and head over to Settings. Go to the Advanced Graphics option and look out for Extended Distance Scaling. Lower it down to the minimum value. Next, go to Graphics followed by Refresh Rate and lower the FPS to 60 or below. Save these settings and relaunch the game.

GTA 5 is much more CPU intensive compared to GPU, as it is playable on a 512MB GPU and will still run fine without LAG or anything at the lowest settings and resolution, however, the CPU plays a much bigger role in it. a) running the game code (main thread plus branching threads), and. b) sending draw calls to the GPU. The CPU will execute these tasks as quickly as it is able. A CPU often uses less than 100% of its capability because the main game code thread runs on a single core so it's limited by the speed of that core.

MLAA (Morphological Anti-Aliasing) for example is very much CPU intensive, on the other hand MSAA (Multi-Sample Anti-Aliasing) is very much GPU bound.)
